Im having trouble deciding between AR-15 Uppers?
Ive recieved 2 offers that I need to decide upon by this afternoon, but I would like a second opinion.

You don't mention your primary purpose. However, owning both brands I would give the nod to the RRA. Their parts are very high quality and usually better bang for the buck. In this case the RRA build makes more sense to me.
The 2nd one has a VMATCH barrel? What chamber is it? Usually the match grades have a tighter chamber which will give you better accuracy but will limit what you can shoot out of it (223 match usually can't shoot 5.56 surplus ammo). 16" match is also not a general combo I would recommend.
