Short answer to your question: it depends entirely on the quality of the cows you want. As with any purebred breed of livestock, if you want cows that are themselves proven show winners and/or producers of proven show winners, it's going to cost you more than if you want cows that are registered but are not good representatives of the breed standard. Show winning cows or heifers from bloodlines proven to produce show winners will cost you the most, well into the thousands of dollars. The lower quality you're willing to go with, the cheaper your breeding stock will be.
With regards to a bull, FWIW, most breeders of purebred cattle don't buy a bull. They buy semen from top-quality bulls and breed their cows via artificial insemination. There are good reasons for this: first of all, if you have just one bull, you have just one set of genes to work with. Much better to have access to a wider variety of genes, which you can get by breeding via AI. Second, buying bull semen is cheaper than keeping a bull. Generallly speaking, keeping a mature bull of any breed requires special facilities to assure he's kept safely. If you breed via AI, you don't need to have special facilities for a bull. Third, by buying semen instead of a bull, you generally have access to much better bulls than if you try to own or keep a bull yourself.
