what is impersonating a police officer?

ok lets say i am wearing black slacks a light blue dress shirt and wearing a police duty belt without the gun holster or the mag holster ok now lets say everything was empty from it including pepper spray baton and so on. and walking around town would htat be impersonating a police officer? if so how can i change it?

and also a police car my future car is a white crown vic with a police scanner a cb radio and on the side of the car it would say topeka kansas on the side and have a lightbar on the top but it doesn't work and it wont be used is it possible to do any of that

Either action, and especially both together, would count as "Impersonation". Not to mention painting a HUGE TARGET on your back with NO viable means of defending yourself when it hits the fan.
