Is this repairable? ( riding saddle)?
I bought a used saddle, and there are some places where the leather is worn down, and white is visible. The lining in front of the saddle by the pommel is completely worn down. There are a few other places where the stuffing is close to coming out.
Is this repairable? There are a few tack repair places near my house, but I'm not sure it it's fixable.

Sounds like it is.
Almost anything is repairable on a saddle- you just have to judge whether the cost is worth it or if it'd be better to get a new saddle.
Have someone look at and they'll tell you whether it's worth it or not.
