Mag Holder Any

i know that its getting to the last week for hunting furbearers in PA, my question is do you need any orange (might sound dumb, but there's no other season going on, and it doesnt specify in the book)

also the only other question i have is
do you need the thing in that takes up space in a shotgun mag (you know the green thing that you put in the shotgun shell holder that takes up like 2 shell lengths)
