.223 rifle ?
for pretty much a varmint rifle out to 700 yards, yes i kno thats pushing that round a lond ways but they even use them for 1000 yd. palma matches so i think it is doable but for rifle choices it is an ar15 with an e.r. shaw barrel 24" for around 650 from model1sales.com as a kit and ill buy a lower reciever seperat it is chambered in 5.56 and ill use the 62 grain penerators with it my other choice is a NEF varmint with a 24" varmint barrel fluted for about 300 ill use 68 grain bullets in this ill top either rifle with a quality bushnell 3200 elite 10x scope as u can tell budget is a big thing or else i would just go with a leapuld scope the ar15 is a 1:8 twist and the NEF is a 1:9 but those are the choices and thanx
I am not being argumentative I just want you to know some facts before you spend the money and become disipointed. The 700 yds you want to varmint hunt at is a stretch for the .223 Remington it was not made for this kind of shooting. Yes that round can compete in 1000 yd tournaments but there shooting paper they dont have to kill the paper at that range you do have to kill the varmint I would recommend using a different round for your porpuse. Budget is a problem for most of us But the AR-15's that I have seen start around $1500.00 with shorter barrels. You can get a good varmint gun for far less then you would have the money for the Leupold because the optics have alot to do with whether you hit the target or not. I would opt for a 22-250 or a 25/06 you can even find one use I recently found a Ruger 25/06 M77 for $225.00 at a pawn shop I baught it and it shoots great. Here is some data to help you decide.

If your set on the .223 Reminton at least now you know what it is capable of.
